JD Aliah P. Cali-Pascan, DPA and Shari’ah Counselor, Program Officer for Peace Action

Aliah P. Cali-Pascan, a Doctor of Public Administration and Juris Doctor, is currently reassigned as a Peace Action Officer at the Institute on Peace and Development in Mindanao, MSU, Marawi City. Her work in this role aligns with BOR Resolution Nos. 224 series 2001 and 107 series of 2007.

A pioneer in peace education, she helped formulate its fundamental principles and secured funding for and facilitated initial trainers’ training through the Center for Peace and Conflict Studies. With her background as a Shari’ah Counselor, she is also trained in mediation and arbitration. She is a skilled facilitator and organizer, having received training from institutions like the University of the Philippines’ National College on Public Administration and Governance, the Congress of the Philippines, and during her tenure as an Engagement Officer for the USAID ENGAGE Project. Her expertise also extends to planning and organizing in local governance, particularly in gender and development, local school boards, and peace and order councils.

Her extensive career spans government, non-governmental organizations, and development programs. She served as a Legal Officer II and later as Regional Director of the Department of Education, Autonomous Region in Muslim Mindanao. At MSU, she began as an Executive Assistant III, spearheading reforms such as the Strategic Performance Management of the University, Anti-Red Tape Act orientations, and the application of a Quality Management System, driven by her commitment to quality standards. During the Marawi siege, she served as Officer-in-Charge of the Presidential Management Staff (PMS) office, crucial in ensuring the continued operation of Mindanao State University. Her proven performance led to her appointment as a regular PMS Director following the city’s liberation, where she helped oversee the return of students to campus. Additionally, she held concurrent roles as Shari’ah Center Director and Office of Information, Press and Publication Director. In December 2022, she was designated Assistant Vice Chancellor for Academic Affairs, a position she holds permanently as a Chancellor 1. She is also a loving mother to Faris Sufyan Cali Pascan and married to Walid Bacaraman Pascan and an active professional.
