ABOUT THE UNIT

THE HISTORY:   

Before its absorption to Mindanao State University, MSU Baloi Community High School was then called Baloi Islamic Institute, a duly recognized private institution, organized, and operated under Philippine Laws with its principal office and place of business at Baloi, Lanao del Norte.

                On June 20, 1978, the board of directors of Baloi Islamic Institute passed and approved Resolution No. 2, s. 1978 to sell its corporate assets to Mindanao State University, and Resolution No. 3, s. 1978 authorizing its president and chairman of the board of directors, (and founder) late Shiekh Ibrahim Ali to convey and deliver unto Mindanao State University by way of Absolute Sale, all the corporate assets of Baloi Islamic Institute. Present in the meeting were the members of the Board of Directors Sheikh Cosain Usman, Sheikh B’zar Daud Ali, Sultan Mike Balas, Sultan Disoma Sinal and Hadji Noor Ali (also acting secretary during that time).

On August 3, 1978, during the 85th meeting of the MSU Board of Regents, Resolution No. 1589, s. 1978 further resolved “the approval of the absorption of the existing community high school in Balo-I, Lanao del Norte”. This resolution was approved during the Mindanao State University Presidency of Governor Mohammad Ali Dimaporo. Its main objective is to provide high standard but free Secondary Education to all students residing in the Province of Lanao del Norte. MSU Baloi Community High School was formally established and included as one of the sixteen (16) external units under the umbrella of the office of the Assistant Vice Chancellor of the Academic Affairs. This establishment was made possible through the joint efforts of the Local Officials of the Municipality of Baloi and the Vice President for External Studies of the University, Dr. Abdullah T. Madale.

                Several personnel served as principal of MSU Baloi Community High School. It started with the late Batuaan K. Alabao who became principal during the year 1978 until 1979. The school survived with only five (5) faculty and two (2) staff members, until Mindanao State University took over the school. He was then replaced by Cadidia Camama (daughter of the founder of the school Sheikh Ibrahim Ali and H. Amina Ali) who became principal for eleven (11) years from 1979 to 1990. She was a very effective administrator and helped in the transition of the school from being privately owned to being one of the top external units of Mindanao State University.

                When Mrs. Camama retired from services, she was replaced by Dr. Benaning Omacaan who became the principal of MSU-Baloi from 1990 to 1992. Dr. Omacaan was then appointed as one of the Special Assistants in the Office of the Assistant Vice Chancellor for Academic Affairs, he later became the Assistant Vice Chancellor for Academic Affairs. Ameerah-Sigue Ali took over the principalship for nine (9) years, from 1992 to 2001. In 2001, Racma P. Madcasim, who used to be the Assistant Principal, took over the principalship until 2005.

After four (4) years, she was replaced by Bae a Labi Farida B. Muti, the Guidance Counselor during that time. She started her long career as a principal during the time when Mindanao State University began to implement the conversion of the Community High School into Community Colleges. She, along with the PTCA officers headed by Engr. Macasindig Manticayan, the LGU officials headed by Mayor Elias L. Ali (and his wife Mayor Hanifa P. Ali) and other concerned community leaders worked day and night to include MSU Baloi in the conversion of the community high schools into Community Colleges. Because of their hard work, MSU Baloi Community High School became MSU Baloi Community College offering courses of Agriculture Technology, Forestry Technology and Information Technology. After three years of operation, all community colleges temporarily ceased to operate, however, it was able to produce hundreds of technology graduates.

On August 15, 2018, Bae a Labi Farida Muti was appointed as Assistant Vice Chancellor of Academic Affairs for MSU External Studies. She was replaced by the Assistant Principal, Torondaya M. Macatoon, who took charge on September 2, 2018. She retired from service last November 30, 2021 and was replaced by the Senior High Assistant Principal Nor-ain M. Ampang who formally took over last December 1, 2021.

In line with the External Units vision and the Mindanao state university’s vision to be premier-super university in Mindanao-Sulu-Palawan Region, the MSU Baloi Community High School envision academic excellence and the development of a well-rounded and holistic individual.

MSU Baloi Community High School’s mission:

  1. To pursue relevant and responsive basic education.
  2. To prepare the students academically, physically, emotionally, and morally to whatever course they may pursue after high school.
  3. To tap the students’ inherent potentials to be able to serve the community and be an asset to the society.
  4. To inculcate the Filipino values such as loyalty, commitment, industriousness, self-reliance, honesty, and love of country; and to develop a culture of excellence, peace and love of God.
  • GOALS
  1. To provide and equip the students with the basic knowledge, skills and values to grow academically, socially and economically for the total development of a well-rounded personality.
  • OBJECTIVES

Pursuant to these national secondary school objectives and these of the Mindanao State University, the MSU-External Units continuously seek to provide a high level of instruction that will:

  1. Upgrade the educational preparation of socially deprived students who are planning to seek admission to the University College departments or other institutions of higher learning.
  2. Encourage scholarship by developing habits of honest, clear, constructive, and critical thinking.
  3. Enable students to develop the wholesome values of integrity, devotion to duty, loyalty to one’s own group but accompanied with tolerance and acceptance of others’ differences, and ability to cooperate with an understanding and true appreciation of the democratic way of life.
  4. Aid students in attaining physical well-being and in developing wholesome play, good sportsmanship, and sound recreation.
  5. Help develop the arts and crafts of the community so that the students may learn some skills necessary to hold future jobs or earn a living; and
  6. Improve the socio-economic conditions of the community it serves by helping in the campaign for health and sanitation, development of cottage industries, peace and order, literacy, and food production.
