In a momentous tribute to exemplary leadership and transformative impact, Mindanao State University System (MSUS) President Atty. Paisalin P.D. Tago, CPA, conferred the degree of Doctor of Public Administration (Honoris Causa) upon Hon. Abdulraof A. Macacua on September 15, 2025. The historic ceremony, held at the MSU-Maguindanao Datu Odin Sinsuat Gymnasium, celebrated Hon. Macacua’s unparalleled dedication to public service and his profound contributions to the Bangsamoro region.

The event commenced with a solemn and dignified program, integrating a processional, the entry of colors, and preliminaries that featured invocations from the TRI-People Representatives (Muslim, Indigenous People, and Christians), alongside the Philippine National Anthem and the Bangsamoro Hymn, symbolizing unity and respect for diverse heritages.

Bai Hejira Nefertiti M. Limbona, Chancellor of MSU-Maguindanao, set the tone with welcome remarks that underscored the profound significance of Hon. Macacua’s contributions to the BARMM region. Presiding over the conferment ceremony, MSU System President Atty. Paisalin P.D. Tago, CPA, illuminated Hon. Macacua’s exemplary leadership and unwavering dedication to public service, capturing the audience with his powerful words.

“Macacua’s life journey, from revolutionary leader to statesman, is a testament to his unwavering commitment to public service. His leadership has not only shaped the future of BARMM but has also inspired generations of Bangsamoro leaders and served as a model for transformative leadership in post-conflict societies,” MSUS President Tago proclaimed.

Hon. Abdulraof A. Macacua, a figure of immense influence in the Bangsamoro region, is the Interim Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and former Governor of Maguindanao del Norte. His transition from a revolutionary leader to a statesman underscores his pivotal role in establishing BARMM, while his leadership has been crucial in advancing environmental stewardship, socio-economic initiatives, and landmark legislation, marking him as a beacon of dedication to peace, governance, and sustainable development.

The conferment continued with Atty. Nur Elias P. Yusoph, University and BOR Secretary, reading the scroll, followed by Prof. Alma E. Berowa, PhD, Vice President for Academic Affairs, who delivered the citation of the diploma. An alumni oath, a pledge of loyalty, and an inspiring acceptance speech by Hon. Abdulraof A. Macacua further enriched the ceremony.
