Representatives came from a wide network of institutions, including the University of the Philippines Visayas, Central Mindanao University, Mariano Marcos State University, Mindoro State University, Batangas State University, State University of Northern Negros, Zamboanga State College of Marine Sciences and Technology, Central Bicol State University of Agriculture, Central Philippines State University, Carlos Hilado Memorial State University, Western Philippines University, Catanduanes State University, and Iloilo State University.
Also present were officials from the Mindanao State University System, including MSU–Iligan Institute of Technology, MSU–Naawan, MSU–Tawi-Tawi College of Technology and Oceanography, MSU–Sulu, MSU–General Santos, and of course, the host campus, MSU–Main Campus.
